I can see why some people reacted negatively to the song on first listening, for it is quite meek and subtle, and it can be accused of name dropping things from established Bowie lore, but it is a very unfair critique. I don't know quite how to argue against this view, but the song is certainly not toothless or pointless. Actually,
Where are We Now is a simple yet beautiful tune, and it shows Bowie in one of the most vulnerable states we've ever seen him; he surrendres in this song. I find it rather powerful, especially on the 3rd listening, and it is a sign of genious when a simple song is made powerful, delivering its message without frills.
What I am very curious about is how the album will turn out. Bowie has had a tendency to release 1st singles that aren't necessarily representative for the album as a whole, and it shall be interesting to see what fallows
